2022・3・22　日米共同訓練の中止を！要請行動

2022年3月22日、東富士演習場で行われている日米共同訓練の中止を求めて富士を撃つな実行委員会、沖縄を語る会の6人で要請行動をおこなった。3月下旬であるが、寒波が再来し、御殿場は雪に覆われた。共同訓練のため、滝ヶ原駐屯地とキャンプ富士からは軍用車両が行き来する。蛍光掲示板には「射撃中」の赤い文字が光る。その中、富士を撃つな、軍事訓練の中止を、軍事同盟はいらないと呼びかけた。
●ウクライナ戦争を口実に、改憲の動きがすすんでいる。阻止したい。
●沖縄を戦場にする形で軍拡がすすんでいる。命こそ宝の精神で、平和な関係をつくっていきたい。
●2015年戦争法を具体化する形で、米軍への後方支援、集団的自衛権行使にむけての訓練が強化されている。NOだ。
●アメリカ兵よ！一撃必殺訓練はやめて、故郷に帰ろう、自衛官よ！民衆に銃口を向けるな！
●中国を仮想敵に、日米共同作戦計画の再構築がすすんでいる。憲法違反の共同作戦の動きを止めよう。

　中国との戦争を想定した日米共同訓練の実施に抗議し、その中止を求める要請書

 

　2022年3月4日から25日までの日程で、米海兵隊と陸上自衛隊は、沼津海浜訓練場と東富士演習場で日米共同訓練をおこなっています。この訓練は、陸自の水陸機動団（佐世保）、第1ヘリコプター団（木更津、Ｖ22オスプレイなど）と米第31海兵遠征部隊（沖縄キャンプハンセン）、第1海兵航空団（普天間、ＭＶ22オスプレイ）が参加するものです。訓練は、沼津でＣＨ４７やオスプレイを飛行させ、ヘリキャスティングや上陸用舟艇を使って人員や物資を共同して上陸させる、そして、東富士で陸自と海兵隊のオスプレイで人員を運び、戦闘を行うというものであり、「台湾有事」や「離島防衛」を理由に、中国との戦争を想定したものです。

2022年1月下旬に行われた東富士での共同訓練は、米空軍のＣ１３０から陸自の空挺団540人が落下傘で降りるというものでした。日米の軍事的一体化は強まるばかりです。

2022年1月の日米安全保障協議委員会（2＋2）では、日米の統合的な共同作戦の計画と日米施設の共同使用が確認されています。すでに2021年12月の日米共同訓練（レゾリュートドラゴン21）では、王城寺原、岩手山、八戸、矢臼別などの訓練場を使ってヘリによる射撃やオスプレイによる輸送訓練がなされ、対艦攻撃ができる高機動ロケット砲システム（ハイマース）も配置されました。それは海兵隊の遠征前方基地作戦（ＥＡＢＯ）の一環でした。

海兵隊の遠征前方基地作戦（ＥＡＢＯ）とは、中国との戦争を想定して、海兵隊が南西諸島に臨時の攻撃用拠点を置き、対艦攻撃用ロケット砲システムを配置するものです。中国艦隊を攻撃し、海上封鎖をするという戦略による作戦です。沖縄の島々に配備された陸自のミサイル部隊はこの動きを後方支援するのです。

今回の日米共同訓練も、このような遠征前方基地作戦（ＥＡＢＯ）に基づくものであり、日米の軍事的一体化をすすめるものです。それはアメリカの軍事戦略に日本を従属させ、沖縄の戦場化を想定するものです。それは、日本国憲法の基本理念に反するものです。

私たちはこのような共同訓練に抗議し、その中止を求めます。世界遺産である富士を戦争の訓練の場としてはいけません。兵士の皆さん！戦争に行くのではなく、戦争をなくすために闘いましょう。富士を撃つな！戦争の準備をするな！軍事同盟はいらない！

A Petition for Stopping Japan-US Collaborative Drill Assuming War against China

The U.S. Marine Corps and the Ground Self-Defense Force have been drilling at the military drilling site of Numazu Beach and Higashi-Fuji training site from March 4th, 2022 to March 25th.  Drills included are the SDF land-and-water mobile force (Sasebo), the helicopter force I (V22 Osprey, Kisarazu), and the Marine Expeditionary Force 31 (Camp Hansen), the Marine Aircraft Wing I (MV 22 Osprey, Futenma).  At Numazu this drill includes flying CH 47 and Ospreys to put personnel and supplies on shore using helicopter-casting and landing crafts; at Higashi-Fuji, carrying personnel with Ospreys of SDF and of Marine Corps.  It assumes the war against China on the ground of “Taiwan Emergency” and “Defending Islands.”

In the Japan-US collaborative drill in late January, 2022, 540 personnel of SDF parachute brigade parachuted from US Air Force C130. The military integration between Japan-US is getting stronger.

In January 2022, Japan-US Security Consultative Committee (2 + 2) confirmed both the integrative collaboration plan between the two nations and the collaborative use of facilities of the two.  In the Japan-US collaborative drill in December 2021 (“Resolute Dragon 21”), the shooting drill from helicopters and transporting drill using Ospreys had been already done at the training sites of Ojojihara, Iwatesan, Hachinohe, and Yausubetsu; the high-mobile rocket gun system had already been fielded which has the ability to attack warships. It was a part of the Marine Corps’ Expeditionary Advanced Base Operation (EABO).

The Marine Corps’ EABO is that, assuming the war against China, the Marine Corps puts the temporary attacking foothold on the Nansei Islands, and stations the antiship rocket gun system.  Its strategy is to attack the Chinese fleet and brocade the sea.  The missiles of SDF deployed on the Okinawan islands are to support this operation from the rear.

The Japan-US collaborative drill of this time is also based on EABO, which strengthens Japan-US military integration. This will subordinate Japan to US military strategy, and will put Okinawa a battlefield.  This is against the fundamental principle of Japanese Constitution.

We protest to this collaborative drill and demand its discontinuance. Do not use Mt. Fuji, a World Heritage Site, as the war drill site.  Soldiers! Do not go to the battlefield, but fight for abolishing war!

Do not shoot Mt. Fuji!  Do not prepare for war!  We need no military alliance!
