アメリカがアジアでの侵略と殺戮を中止し、すぐにイラクから撤兵することを求める要請文
日本・浜松の地からアメリカによるイラク戦争とこの戦争でのファルージャ攻撃に反対します。また、アメリカがアジアでの侵略と殺戮を中止し、イラク戦争とその占領を中止することをここに求めます。
アメリカはアメリカ西部に到達するや、スペインと戦争をしてフィリピンやハワイなどを占領しました。さらに日本と戦争をおこない、戦争末期には広島・長崎での核の使用を含め、無差別爆撃によって日本の市民１００万人を殺戮しました。このなかには浜松市民３５００人が入ります。その後、日本にアメリカ軍基地を置き続け、日本側にとって不平等な地位協定を締結しています。さらに今、日本列島を米軍の拠点とし、新基地建設を強行しようとしています。また、日本の自衛隊をイラクへと派兵するように日本政府に求め、ここ浜松基地からもイラクへと派兵されています。
アメリカは朝鮮戦争に介入して朝鮮民衆を殺戮し、南北朝鮮間の対立を煽り、５０年に及ぶ南北分断に加担しています。韓国ではアメリカ軍車両が通行中に韓国女子中学生をひき殺しても、運転兵士を無罪とするような地位協定を結ばせています。また、ベトナム戦争を開始して、ベトナムへの空爆をおこない、新型爆弾の投下や枯葉剤の散布を繰り返しました。これらの戦争での死者はそれぞれ３００〜４００万人といわれ、そのために多くの家族が離散し、この戦争での後遺症に苦しむ人々の数は計り知れません。
そして今、アメリカはイラク・アフガニスタンでの戦争をすすめています。湾岸戦争でのイラクへのウラン弾の使用は多くの放射線障害をイラクの子どもたちにもたらしています。イラクへのアメリカの戦争政策のよって死を強いられた人々の数は、数１０万人といわれています。またアフガニスタンでの米軍による空爆の死者がNGO関係者であったように、多くの市民がアメリカの戦争によって死を強いられています。
この間、アメリカ国家の引き起こした太平洋・アジア地域での戦争によって、すでに１０００万人を超える人びとがアメリカ軍によって殺戮されているのです。アメリカは大量破壊兵器を持ち、アジア民衆を殺戮してきた戦争国家です。アメリカ政府はアメリカの青年を兵士として戦争マシンに仕立て上げ、戦場に送ってきました。そのなかでアメリカの兵士も死を強いられています。それらの兵士は、多くが労働者や市民の子どもたちです。本来仲良く手を握ることができる人々を、自国の石油・鉄鋼・自動車・軍需などの巨大資本の利益のために、兵士に仕立て上げ派兵するような行為はすぐに中止すべきです。
今回のイラク戦争は、アメリカが世界の反戦世論にそむき、また国際法を無視し、フセイン大統領を「犯罪人」と宣伝してかれの居場所を狙って空爆することから始まりました。しかしその戦争の口実とされた大量破壊兵器は存在せず、またイラクと「アルカイダ」との関係がなかったことを、のちにアメリカ自身が認めています。イラク戦争開始から、すでにイラク人１０万人という生命がアメリカによって奪われました。イラクへの攻撃自体が偽りの宣伝による戦争犯罪です。
戦争の口実が偽りであったのであるならば、今すぐにイラク占領とその傀儡政権の操作をやめ、撤兵すべきです。にもかかわらず、今度は抵抗の街・ファルージャでの殺戮をおこないました。
今回の攻撃は、医療関係者の口を封じるために病院の爆撃から始めています。多くの医療関係者が生命を失いました。また報道関係者がファルージャに入れないように封鎖をし、さらに赤十字社の救援をも禁止しました。ファルージャへはクラスター爆弾や殺傷力の強い新型爆弾による無差別爆撃が行われています。投降者が街に戻され、アメリカ兵が負傷者に銃弾を発射する事例もあります。ファルージャ攻撃では、１５歳以上のイラク人男性は殺害対象とされ、この攻撃と飢え・負傷の中で多くの市民が死んでいます。死体を片付けることができない状況が生まれています。死臭が街を覆っているといいます。米兵がユーフラテス川に死者を放流したという情報さえあります。ファルージャの死者は数千人といわれています。まさに人道と平和に反する行為がアメリカ軍によっておこなわれています。
このような攻撃は戦争犯罪です。即時、包囲と攻撃を中止し、ファルージャ市民の自治権を認めるべきです。イラク市民には、このような戦争政策をすすめるアメリカにたいして抵抗する権利があります。アメリカにあるのは撤兵する義務です。撤兵し、この間の戦争犯罪に対して賠償をすることが第１の課題です。
アメリカは「軍事的勝利とともに政治的勝利を」と語っています。しかし、今回の戦争と攻撃はアメリカの倫理的敗北を生んでいます。アメリカは撤兵し謝罪することでしか、国際的な地位を得ることができないでしょう。
人間は、空爆や戦闘によって、傷つき、血にまみれ、吹き飛ばされ、粉々になっていく人々を想像することができます。アメリカ大統領が、自国の市民のみならず、この間、アメリカの軍事力によって死を強いられたアジア１０００万人のそれぞれの生に思いをはせ、現在の戦争政策を中止する決定をおこなうことを、ここに強く要求します。
Dear President of the United States of America,
We
are writing this letter to demand the United
States stop invading and murdering in Asia, and to
withdraw its troops from Iraq
immediately.
We
are sending this message from Hamamatsu City, Japan, to oppose the ‘Iraq War’ initiated by the
US,
and the subsequent attack of Falluja. We
also demand the US stop its
policy of occupation and murder in Asia.
On
reaching the West Coast, the US
occupied the Philippines and
Hawaii during the war against Spain. Furthermore, during the war against Japan, one million Japanese citizens were killed
in the nuclear attacks on Hiroshima and Nagasaki. In other indiscriminate bombings; 3,500
citizens of Hamamats were also killed. Since war, the US has continued to maintain its bases in Japan, and has
concluded in a treaty of unequal status.
Today, the US assumed
the Japanese Islands as a strategic position, and continues to entrench
its presence through the construction of its new base. The US
has also pressured the Japanese government to dispatch The Self Defense Force
to Iraq. From the Hamamatsu
base, several personnel have been dispatched to Iraq.
The
US intervened in the Korean
War, murdering the Korean people, inciting antagonism between North- and South Korea, which concluded in the division the
Korean Peninsula for fifty years. US forces continued to remain in Korea and enjoy
a status that seems above the law. For
example, in 2002 the driver of a military vehicle was acquitted killing two
Korean junior high school girls. The US initiated the
Vietnam War, and employed chemical weapons in the form of bombs that scatter
defoliants. During these two wars 3 to 4
million people were said to be killed , many families were dispersed, and the
number of people who continue to suffer from the aftereffect of the war is
unknown.
Consistent with this policy of violence, the US
is now at war in Afghanistan
and Iraq. The depleted-uranium bombs used during the
Gulf-War are responsible for a lot of radiation deaths in Iraqi children. In this current war 100,000 people are killed
by the US’s policy of
violence in Iraq. Many of these deaths have included civilians;
for example several NGO staffs working in Afghanistan were killed by US
bombing.
More than 10 million people have been killed during the US-led wars in
the Pacific-Asia regions by now. The US has proven
itself to be a war-nation and has utilized the mass-destruction weapons and
killed the Asian people. Young soldiers
of the US
were sent into the battle fields. They
were also killed. Most of them are the
children of laborers and citizens; they are the people with whom we could have
shaken hands. However, the US government
has made them fight as soldiers for the profits of its big companies of
petroleum, steel, automobile, and military .
You should stop it immediately.
The
US
started this Iraq War against the international laws and the anti-war opinions
of all over the world. It propagated the
President Saddam Hussein as war criminal and bombed his residence. However, the
mass-destruction weapons did not exist, nor existed the relationship between Iraq and ‘Al-Qaeda’, which US itself later
admitted. More than 100,000 Iraqi people
have been killed by the US
since the beginning of Iraq War. The
attacking of Iraq
itself is war criminal based on the false propaganda.
As
the excuse of the war is false, the US
should stop its occupation of Iraq
and the operation of its puppet regime, and should withdraw its troops
immediately. Nevertheless, the US attacked
Falluja, the resistant city.
The
US
bombed hospitals first and killed many hospital staffs to seal their lips. The press was blocked out, the relief by the
Red Crescent Societies (the Red Cross) was prohibited. Cluster Bombs and new
type bombs with high killing and wounding ability are being discharged
indiscriminately. Those who surrendered
were forced back to the town; some of the wounded people were shot by the US
soldiers. In this attacking, male Iraqis
above fifteen are shooting targets. Many
citizens are dead because of hunger and the wound; their bodies are being laid
untouched on the streets. The smell of
the dead bodies is covering the town; it is even reported that US soldiers have
discharged the bodies into the Euphrates. It is said that thousands of people are
killed in Falluja. The acts against
humanism and peace are being done by the US troops.
This is the war criminal. The US must cease
enveloping and attacking immediately.
Iraqi people have the rights of resistance to the US that is
attacking them. It is the obligation of
retreat that the US
has. Retreat of troops and the
compensation are prime tasks.
The
US
says, “Political victory as well as military victory.” However, this attacking is a moral
defeat The US can only attain the
international fame by retreat and apology.
We,
human beings, are able to imagine those who, by air raids and fighting, have
got wounded, blooded, blown off to pieces.
We demand strongly the President of United States of America to imagine
the lives of ten million Asian people who have been forced to death by the US
military, and demand to abandon its the policy of violence.
